Radia has a lot of experience and proven ability over the last twenty years and I would trust her AND the IETF before I would trust the IEEE. Cisco is moving away from the DCE term. IBM donated CEE for anyone (not proprietary) to use and is easy to say (pronounce "sea") than DCB. Of course DCB is an IEEE term and it seems that IETF TRILL will be the L2MP solution that all vendors are moving towards, so you'll likely see CEE and DCB terms used interchangably.
